NAMHSA - March 16-31, 2011 News

MARCH 16
--Sandra Gibson (Region 11 Representative) presented some interesting dialog regarding the lack of volunteerism from her region to the Board. She stated she would run again for Region 11 Rep unless someone steps up to volunteer.

--Tracy Eilers (Region 1 Representative) forwarded a post that was originally on the NAMHSA Discussion (N-D) list from a hobbyist inquiring about the status of the NAN 2010 Auction and Sweepstakes issues.

--Gail Schuenemann (Show Secretary) relayed an incident that occurred at a show in Region 8 regarding NAN Cards. The show management accidentally distributed some of the wrong NAN cards (incorrect dates). Gail asked for input regarding charging the $10.00 late fee to replace the cards that were inadvertently used. It was agreed that the showholder should pay the fee and the cards would be replaced. Gail also suggested that the Bylaws under VI. Show Memberships, Member Show Rules be broadened to include incidents such as these.

--Sandra Gibson inquired again if something should be done about the two rule violations that occurred at Winter Blahs Live: The first rule violation was that an exhibitor judged classes in a division in which she also had entries. This violation can be verified in the show results. The second problem was that a model the showholder may have owned was shown. The showholder was reminded of NAMHSA's Bylaws AT the show but chose not to correct either situation.

--Gail Schuenemann posted regarding another potential Bylaws violation at a show in Region 9. In this case, the showholder allegedly admitted that the show that was being held so that her daughter could show her models. Gail suggested that action be taken to curb rule infractions.

MARCH 17
--Carra McClelland (Region 4 Representative) posted that work on the Handbook Committee had stalled due to her being personally overwhelmed at the current time.

--Jackie Moore (Region 6 Representative) posted that April Pack did receive the Region 6 raffle basket.

--Jackie Arns-Rossi (President) stated that she had left a message for NAMHSA's attorney regarding 2010 Auction and Sweepstakes issues and would try again on 3/18. She said that the plan at this point was to get advice from the attorney and then send Lauren Wood a registered letter.

--Jackie Arns-Rossi uploaded Lauren Wood's NAN 2010 Auction and Sweepstakes spreadsheet (Excel) to the files section. Eleanor Harvey (Parliamentarian) uploaded a Word doc format of the spreadsheet (for people unable to open Excel) to the files section.

--Carmen Robertson (Treasurer) confirmed that this was the spreadsheet that Lauren Wood sent to her after the 2010 Auction. Carmen explained that the line stating "still owed" was due to payments that were pending at the time the spreadsheet was created, and that those payments have since been received. The line marked "missing" is still unresolved accounting, and may be due to the problems encountered during the checkout process at the Auction/Sweepstakes.

--Tracy Eilers forwarded a post made by Lauren Wood to the NAMHSA-Discussion list in which she outlined why she is still holding funds from the NAMHSA Auction/Sweepstakes.

--Jackie Arns-Rossi forwarded multiple Facebook messages from Lauren regarding the funds she is holding.

MARCH 18
--Bobbi Devine (Recording Secretary) posted the March 1-15, 2011 minutes report. These were approved March 22 by Jackie Arns-Rossi.

--Jackie Arns-Rossi requested an email trail of Lauren Wood's communications to the Board from beginning to present.

--Jackie Arns-Rossi copied the Board on an email sent to Lauren Wood asking for clarification of her Auction spreadsheet, in particular to explain the “missing” line. Jackie’s email specified that a response should be received within 24 hours.

--Jackie Arns-Rossi posted an update that Lauren Wood acknowledged receipt of the email and would respond shortly.

--Jackie Arns-Rossi forwarded an email response from Lauren Wood. Lauren noted she had sent the spreadsheet to three NAMHSA officers previously. She also forwarded an email she had sent to Carmen Robertson on August 17. At that time, Lauren mentioned the discrepancy between expected and realized income, but commented she was not sure of the source of it.

--Jackie Arns-Rossi posted emails forwarded by Lauren Wood that were originally sent August 17, 18, and 19 of 2010 between Lauren, Lindsay Hall (former President) and Carmen Robertson regarding financial resolution of the Auction.

--Eleanor Harvey (Parliamentarian) posted to the files section a document containing the history of emails to and from Lauren Wood from the beginning of her tenure as Auction and Sweepstakes Chair to present.

--Tracy Eilers requested that the fantasy animal issue be added to the agenda.

--Jackie Arns-Rossi posted a draft of a letter intended to be sent to Lauren Wood. This letter noted that Lauren still had cash belonging to NAMHSA, and that she would need to submit receipts for reimbursement of Auction and Sweepstakes costs. The letter instructed Lauren to remit the entire amount owed to NAMHSA (not less expenses). NAMHSA said it would hold the check, if necessary, until the expense receipts were received and a reimbursement check cut. The letter also instructed Lauren to mail the Auction Lot Hagen Renaker to Tom Dean (Region 2 Representative). A deadline for action on these instructions was set for March 25th, 2011.

--Sandra Gibson (Region 11 Representative) asked for the judging criteria that NAMHSA uses. Jackie Arns-Rossi responded that NAMHSA uses judging criteria for NAN, and while member shows are free to use those same criteria, they are not required to do so. She also noted that NAMHSA had at one time produced a Handbook that described rules and standards for different classes, although it did not tell people how to judge a given class. Jackie posted the NAN judging criteria:

HALTER:
- correctness of anatomy, biomechanics, conformation
- Breed standards including color that represents current (or historic with documentation) standards
- Overall appearance, finish, condition and workmanship
- Judge's overall impression

COLLECTIBILITY:
- rarity
- age
- condition
- desirability
- Judge's overall impression

WORKMANSHIP:
- quality and execution of the finishwork
- accuracy/correctness/realism of customization if applicable
- quality of prepping
- accuracy and realism of color for realistic or creative use of color for non realistics

PERFORMANCE:
- Model is correctly and safely executing a maneuver appropriate for the class (including proper anatomy, biomechanics and suitability of model for event)
- tack fit and suitability/correctness for event
- accuracy of documentation, props, (including dolls, if used) and horse in relation to event presented
- condition of model

MARCH 19
--Eleanor Harvey forwarded an email from Jim West, NAN 2011 Registrar inquiring about the nanregistrar@namhsa.org email address. Lynn Weber (Website Manager) responded that Lindsey Hall would set him up to be the recipient of emails sent to that address.

--Jackie Arns-Rossi motioned that the Board vote on whether or not to accept Teresa Buzzell's NAN 2011 raffle proposal. Tracy Eilers and Carra McClelland seconded the motion. Jackie Arns-Rossi requested that Bobbi Devine set up a poll with a 24 hour vote window. Bobbi set up this pole on March 21.

MARCH 20
--Pauline Entin (Public Relations) listed possible courses of action following the confirmed rule violation that had occurred at Winter Blahs Live:

1. The President and SMS could co-send a letter to the showholder and judge in question reminding them that this is a rule infraction, and it should not happen again.

2. The NAN cards from the class(es) judged by the particular judge in question could be voided - the downside of this option is that the people punished are 'innocent victims'

3. The NAN cards earned by horses of the judge in question in THAT division (AR?) at Winter Blahs Live could be voided. That is a serious repercussion for the person who broke the rule, but not for the showholder...

She asked for input from Sandra Gibson on these suggestions.

--Pauline Entin posted a draft letter for Gail Schuenemann (SMS) to use for shows that are breaking the "relative" rule.

--Gail Schuenemann reported that she had not heard back from the "new" showholder of a Region 9 show with a potential rule violation, nor had the website been updated to reflect the change of management. She asked for advice on whether or not to approve the show. Jackie Arns-Rossi stated that since the showholder had not responded nor followed the rules, that the show should not be approved.

--Pat Coulter (Region 9 Representative) asked for the opportunity to contact the showholder of the Region 9 show before the show was denied membership.

--Pauline Entin posted a draft response to the questions being presented on the NAMHSA-Discussion list about the NAN 2010 Auction and Sweepstakes problems. The draft response covered the actions NAMHSA had taken to that point.

--Jackie Arns-Rossi approved the draft and sent it to the NAMHSA-Discussion list.

MARCH 21
--Eleanor Harvey uploaded a file containing the threads from Blab relevant to the NAN 2010 Auction and Sweepstakes issue, as per Jackie Arns-Rossi's request.

--Eleanor Harvey requested that Pauline Entin and Carmen Robertson break down Lauren Wood's spreadsheet and identify the problems that need to be addressed, specifically the discrepancies.

--Carmen Robertson posted that there were two discrepancies between the spreadsheet and the Auction totals posted to Blab. In the Auction totals posted on Blab, Lauren said that Lot #40 sold for $310.00. In the spreadsheet, the sale price was listed as $300. Carmen said that $300 was the amount actually collected from the winning bidder. The Region 10 Basket was reported to have sold 13 tickets for $75.00 on Blab, but the spreadsheet indicates 13 tickets for $65.00. Assuming 13 tickets were sold for $5.00 each, $65 is the correct value.

--Jackie Arns-Rossi posted that she investigated what would have to be done if the Board decided to file in Small Claims Court in Oregon. It would require a personal appearance. If NAMHSA won, a refund of the filing costs would be made.

--Pauline Entin posted a summary of actions that could be taken regarding Winter Blahs Live, the Region 9 show with a potential violation (hereafter, R9 Show A), and another Region 9 show that Gail Schuenemann had discovered had a potential rule violation (hereafter, R9 Show B):

1. Winter Blahs
Violation: An individual both judged and showed in the same division (AR)
Options discussed by the Board:

(a) Revoke ALL NAN qualifications from the show
(b) Revoke all NAN qualifications from the effected DIVISION
(c) Revoke NAN cards in only the affected classes (classes show in or judged by the judge in question)

2. Region 9 Show (R9 Show A)
Violation: (potential at this point) Effective showholder or her relative plans to show. Requirement to change showholder name on website was not honored.
Options:

(a) Pat wants to contact new "showholder" one last time
(b) Do not approve show for NAMHSA membership

3. Another Region 9 show (R9 Show B)
Violation: (potential at this point) Relative of effective showholder plans to show.
Options:

(a) Send strongly worded letter (draft provided by Pauline) reiterating NAMHSA rules

--Jackie Arns-Rossi motioned that the board vote on the actions to be taken for the shows in violation of NAMHSA's rules. Marilou Mol (R8)and Sandra Gibson (R11) seconded the motion.

--Gail Schuenemann (SMS) forwarded a copy of the letter she sent to the showholder of the R9 Show B.

--Pat Coulter stated that she wanted to contact the folks involved with the R9 Show B to see if she could help them understand that they cannot show at their own show without risking losing member show status.

MARCH 22
--Jackie Arns-Rossi requested Bobbi Devine set up a poll for the purpose of deciding the action to be taken regarding the rule infraction at Winter Blahs Live. A poll was begun.

--Teresa Buzzell reminded the Board it was time to start the Member Show of the Year contest.

--Gail Schuenemann stated that she received a response from the (new) showholder of the R9 Show A, inquiring about the NAMHSA issue.

-Pat Coulter posted a draft of the letter she intended to send to the showholder of the R9 Show A.

--The poll regarding the NAN 2011 Raffle proposal closed. The Raffle proposal was approved by an 8 to 0 vote, with one abstention by Teresa Buzzell, the author of the proposal.

--Carra McClelland posted the few responses received on Blab regarding the Pres/VP succession issue.

--Jackie Arns-Rossi posted a summary of the issues Pauline Entin and Carmen Robertson had identified with Lauren Wood's 2010 Auction and Raffle spreadsheet:

1. INCOME: According to the spreadsheet, the Auction and Sweepstakes sale prices amounted to a total of $24,555 in gross income
Auct: $18,085
Swp: $ 6,470
Total: $24,555
These numbers match Carmen's NAN Auction/Sweepstakes Financial Report, but may not have been independently verified by payments or some other method.

Carmen commented that she could not verify the sweepstakes total due to the way payments were made, and that it was possible Lauren mis-counted raffle tickets, which could explain the "missing" money, although that would require significant mis-counting. Carmen suggested that if a raffle was done in the future, it would be a good idea to use a 3-part ticket (if such a thing exists), so that NAMHSA would have a "receipt" of tickets sold.

2. PAYMENTS: According to the spreadsheet, $12,225 in payment was made by credit card and $2,875 in payment was made via paypal.

Carmen said she'd have to double check, but that the credit card amount looked correct. Jackie Arns-Rossi asked Carmen to verify the credit card payment amount. She also asked for a list of checks, and what the checks paid for. Carmen verified the paypal payment amount.

2b. CASH PAYMENTS: According to the spreadsheet, $5769.36 in payment was made in cash. Although by NAMHSA policy all cash payments should have been issued a receipt, it was not clear this happened. NAMHSA may not be able to verify this number. Carmen noted she received $5224.36 in cash from the Auction and Sweepstakes, which was deposited in NAMHSA's account the week after NAN.

3. PROBLEMS: The spreadsheet indicates that $2810 in payment is/was "still owed". Carmen said that $2260.00 of that $2810.00 had been paid. The remaining $550.00 is due for the Hagen Renaker lot that is still in Lauren’s possession.

Pauline and Carmen noted that even when considering the $550 still owed, the total for payments was only $23,679.36, leaving a mis-match between expected income and actual payments. Pauline suggested that the discrepancy is due to either:
(a) One or more selling prices that are inaccurate (too high), making the expected income exceed actual payments
(b) One or more payments was inaccurate (too low), making the actual payments less than the actual selling prices Pauline hypothesized that the most likely place for error is not in the Auction, but in the sweepstakes. Since the "selling price" for sweepstakes items is a calculation based on the number of tickets sold, if the number of tickets was counted incorrectly, the "selling price" would be incorrect. Carmen agreed. She also noted that $40 of the discrepancy may be due to a sweepstakes ticket “sale” in which the credit card never processed.

Lori Batchelor (Region 5 Representative) asked if free sweepstakes tickets could explain the discrepancy. She asked if anyone knew how many free tickets were actually given out. She noted that roughly 48 tickets would explain the discrepancy, although there were no records against which to check this. Carmen said that she thought that Auction volunteers received a few free tickets, but there was no accounting for how many.

MARCH 23
--Pat Coulter copied the Board on the emailed letters she sent to the two Region 9 shows with potential NAMHSA rule violations (R9 Show A and R9 Show B). She also forwarded the responses she received from the two showholders. Both showholders acknowledged the rules.

MARCH 24

R9 Show A: I think we have enough evidence that there is a rule violation, and for Gail to say NO to this show (deny membership).

PRES/VP: We are so stalled on this, I wonder if this shouldn't just go to vote to see if you guys really feel it needs changing. Keep in mind that every person who has actually served this post DOES think it needs changing.

--Jackie Arns-Rossi informed the Board that Lauren Wood had retained an attorney. She forwarded an email she had received from the attorney.

--Jackie Arns-Rossi requested Carmen Robertson forward all email correspondence she had with Lauren since the 2010 Auction. Jackie also contacted Lindsey Hall (former NAMHSA president) to get any correspondence that she had. She asked for copies of Blab posts in relation to this issue. Jackie said she would send all of this information to NAMHSA's attorney.

--Tom Dean (Region 2 Representative) offered to send a prepaid FedEx label to Lauren's attorney to facilitate shipment of the Hagen Renaker from the 2010 Auction. It was decided that this could not be done at this point.

--Jackie Arns-Rossi forwarded a copy of the email she sent to NAMHSA's attorney.

--Jackie Arns-Rossi posted a draft of the announcement to be sent to NAMHSA-Discussion regarding the case.

--Eleanor Harvey advised holding off on any statement to NAMHSA-Discussion until after the attorney had had a chance to review the information.

MARCH 27
--Jackie Arns-Rossi requested that Gail Schuenemann draft a letter to be sent to the showholder of Winter Blahs Live advising them of the decision by the Board to void NAN cards from the division affected by the rule infraction.

--Jackie Arns-Rossi posted that she is awaiting the final version of the Minimum Guaranteed Classlist (MGC) for NAN 2011. If that is received and able to be voted upon within the next 24 hours, then the Board will be able to move to vote upon the Pres/VP succession issue.

--Jackie Arns-Rossie posted that she received about 30 emails from Lindsey Hall (former President) containing correspondence between herself and Lauren Wood about the NAN 2010 Auction. She will review and post them as a file for the Board to view.

MARCH 28
--Jackie Arns-Rossi upload ed the 2011 NAN MGC to the files section for review. She requested that everyone look it over and point out any needed corrections as the entrant packet is supposed to be ready to go on 4/1.

--Jackie Arns-Rossi forwarded a request from the NAMHSA-Discussion list asking for updates on the issue since the 25th had passed. She stated that she would post the short statement that was drafted on March 25th as a response, then the Board would be silent until further advised by the attorney.

--Gail Schuenemann posted a draft of the letter to be sent to the showholder of Winter Blahs Live to inform her of the decision by the Board to void the NAN cards in the AR division due to the rule infraction.

MARCH 29
--Jackie Arns-Rossi stated that she sent the suggestions made thus far on the 2011 NAN MGC to Teresa Candelaria-Northcutt (NAN 2011 Chair).

--Jackie Arns-Rossi (PRES) said the following in regards to the R9 Show A that could not be approved for NAMHSA membership: "I would deny this show based on the fact that it appears that there is a ghost show holder - the person originally holding the show stated to us she was doing so to earn NAN qualifications and then asked how she could get around that. A new showholder was then found but the original show holder's name not taken off the website until several warnings were issued, and the new showholder appeared unaware that she was being used in such a position."

--Jackie Arns-Rossi posted the changes that Teresa Candelaria-Northcutt (NAN 2011 Chair) will make to the MGC. She motioned that the Board accept the MGC with the changes. Teresa Buzzell (R3) and Jackie Moore (R6) seconded the motion.

NAN 2010 Auction & Sweepstakes: I am compiling the emails from Lindsey and Lauren into a chronology. If ANYONE has private email they exchanged with Lauren about the auction, please pass those on.

--Jackie Arns-Rossi asked Marilou Mol if she was indeed willing to head up the Member Show of the Year contest. Marilou indicated that she was, but had also heard that Chris Wallbruch (former RS and MSOTY chair) was also interested. Marilou is waiting to hear back from Chris.

--Gail Schuenemann posted that she sent the letter to the showholder of Winter Blahs Live. She also sent a modified copy to the entrants affected by the decision.

--Gail Schuenemann informed the Board of a show application submitted after the 60 day deadline. It was agreed that (as always) Gail should hold firm to the rule and deny the show membership status in order to maintain the integrity of the rule.

--Jackie Arns-Rossi asked if there was anything in the files section that could be re-arranged or archived to a CD. Eleanor Harvey stated that only the list owner or moderator can move the files around (or the individual file author, but only their files). Jackie said that she is willing to do this and asked for suggestions on what to move.

MARCH 30
Jackie Arns-Rossi posted an updated agenda, with apologies for repeating the agenda in such a short time frame (but noted it was needed due to all the actions taking place quickly).

2011 NAN MGC APPROVAL: I am planning to call this to a vote since there really has been no discussion since the motion yesterday

NAN 2010 Auction and Sweepstakes: I am compiling the emails from Lindsey and Lauren into a chronology. This should be done later this morning. If I do not hear from the lawyer by mid afternoon, I am going to send an email asking for a status report.

MSOTY: Marilou Mol has offered to chair this, as has Chris Wallbruch (?). We'll deal with this once the MGC is finalized.

--Jackie Arns-Rossi requested a 24 hour poll be set up for the purpose of voting on accepting the 2011 NAN MGC. A poll was begun.

--Lynn Weber asked Jackie Arns-Rossi to inquire with the attorney if it was necessary to continue to require each new Board member to sign the confidentiality agreement.

--Bobbi Devine offered to step in as temporary IM secretary, or to assist Danielle Miller in this regard, until after NAN. Jackie Arns-Rossi accepted the offer.

--Danielle Miller (Individual Membership Secretary) posted that she is happy to have Bobbi to help during the NAN registration process, and with that help, she is willing to stay on as IM secretary.

--Sandra Gibson requested clarification regarding judging and showing at the same show. She knew it was not allowed at NAN, but wanted to know if it also applied to NAMHSA member shows. The Board responded that at NAMHSA member shows, judging and showing at the same *show* is allowed, just not in the same *division*.

--Jackie Arns-Rossi posted that she had uploaded a file containing all the emails between Lauren and Lindsey Hall (former NAN president) concerning the 2010 Auction/sweepstakes.

--Jackie Arns-Rossi forwarded the response from the attorney's office, that the attorney should have something for the Board by Friday, April 1.

--The poll to accept or reject the proposed NAN 2011 Minimum Guaranteed Classlist closed. The MGC was approved by a 10-0 vote of the Board.
